Bangui le, 7 Mai 2025 — Le Ministre de l’Économie, du Plan et de la Coopération Internationale, Pr Richard FILAKOTA, a été invité ce jour devant la Commission Affaires Étrangères de l’Assemblée Nationale. La séance, présidée par l’honorable Mme Béatrice ÉPAYE, s’est tenue en présence des honorables membres de cette Commission et des Cadres du Ministère de l’Économie du Plan et de la Coopération Internationale.
Au cœur de cette invitation : l’examen du Projet de Loi autorisant la Ratification de l’Accord Portant Création de la Facilité Africaine de Soutien Juridique (ASLF).
La Présidente de la Commission a notamment interrogé le Ministre sur la portée réelle de ces instruments juridiques, les bénéfices attendus pour le Pays, et surtout leur articulation avec le Plan National de Développement (PND-RCA).
Mme Béatrice ÉPAYE a insisté sur la nécessité d’une meilleure compréhension du rôle de cette coopération institutionnelle, notamment en ce qui concerne la formation des Experts centrafricains et le renforcement des capacités nationales. Elle a rappelé que toute ratification doit s’inscrire dans la vision stratégique du Chef de l’État, le Pr Faustin Archange TOUADÉRA, qui place la gouvernance, la transparence et le développement humain au cœur de son action.
En réponse, le Ministre, Pr Richard FILAKOTA a présenté un exposé détaillé et argumenté sur les engagements en cours, soulignant le caractère structurant de la Facilité Africaine de Soutien Juridique appuyée par la BAD.
Il a notamment évoqué les programmes de renforcement des capacités, les projets de renforcement des instruments juridiques de l’administration publique pour garantir la crédibilité et l’honorabilité de notre Etat sur l’échiquier international.
Cette invitation marque une étape importante dans le dialogue entre le pouvoir exécutif et le pouvoir législatif, traduisant la volonté commune d’assurer une mise en œuvre efficace et transparente des politiques publiques, en cohérence avec les ambitions de développement de la RCA.
MEPCI-RCA est une institution gouvernementale essentielle chargée de la gestion des affaires économiques, de la planification du développement, et de la coordination des relations internationales en matière de coopération et d’aide au développement.
