Bangui le, 08 Décembre 2025 —
Le Ministre de l’Économie, du Plan et de la Coopération Internationale, Pr Richard FILAKOTA, a animé ce jour dans la Salle de Conférence Justine KAZANGBA, une conférence de presse marquant le lancement officiel de la phase de dénombrement du 4ᵉ Recensement Général de la Population et de l’Habitat (RGPH), après ceux de 1975 et de 1988, outre la phase préparatoire (1995-1997), organisé du 8 décembre au 22 décembre 2003 ; conformément au Décret N°25.127 du 4 décembre 2025, promulgué par le Président de la République, Chef de l’État, Pr Faustin Archange TOUADERA.
Il est judicieux de rappeler que cette rencontre intervient juste quelques heures après une première communication technique assurée par le Directeur Général de l’ICASESS, M. Ali Blaise Bienvenu, dans la salle de conférence dudit institut. Cette rencontre avec la presse avait permis au DG de situer l’opinion nationale sur les enjeux stratégiques du RGPH, la méthodologie de déploiement sur l’étendue du territoire ainsi que la participation attendue de chaque citoyen tout en apportant un éclaircissement sur la question de rémunération des Agents qui fait du bruit dans la population.
Dans sa communication, Pr Richard FILAKOTA a rappelé que le Recensement Général constitue l’outil statistique de base pour toute politique de développement cohérente, qu’il constitue à la fois un acte de souveraineté et un outil stratégique essentiel pour la gouvernance. Après les éditions antérieures, ce 4ᵉ RGPH s’impose aujourd’hui comme une nécessité technique et institutionnelle pour mettre à jour les indicateurs socio-économiques du territoire national.
Le Ministre a souligné que le contexte socio-économique actuel de la République Centrafricaine exige un pilotage stratégique fondé sur des données fiables. La mise en œuvre du Plan National de Développement (PND-RCA) repose en effet sur une planification rigoureuse, elle-même tributaire de statistiques crédibles sur la population, l’habitat, la mobilité humaine, les conditions de vie, l’accès aux services sociaux, ainsi que la répartition des ménages.
> « Le RGPH est un exercice fondamental pour le développement de la Nation. Il oriente la prise de décision publique, guide les investissements et permet de mieux répartir les ressources, dans un souci d’équité et d’efficacité », a déclaré le Ministre.
Au-delà de son impact sur la planification économique, le recensement revêt une dimension institutionnelle majeure. Il conditionne l’élaboration des politiques publiques, l’identification des besoins prioritaires, l’amélioration des infrastructures, ainsi que la mise en œuvre des programmes sociaux destinés aux populations.
L’opération de dénombrement constitue également une garantie pour la démocratie et la bonne gouvernance, en permettant une meilleure organisation des circonscriptions électorales, une maîtrise du corps électoral et une répartition équitable de la représentation nationale. Les données collectées serviront en outre à anticiper les défis futurs : urbanisation, emploi, éducation, santé, logement, sécurité alimentaire…
Au nom du Chef de l’État, le Pr Richard FILAKOTA a exprimé sa gratitude à l’ensemble des partenaires techniques et financiers, à la coordination du RGPH, à toute l’équipe de l’ICASESS pour le travail préparatoire accompli, ainsi qu’aux médias pour leur engagement dans la vulgarisation de l’information auprès du public.
Il a également remercié la population centrafricaine pour sa disponibilité et sa coopération attendue. Pour le Ministre, la réussite du recensement repose avant tout sur la participation civique de chaque citoyen.
Dans son adresse solennelle, le Ministre a lancé un appel clair :
> « J’invite chaque Centrafricain et chaque Centrafricaine à se mobiliser avec responsabilité et patriotisme. Ce recensement est un devoir citoyen, un acte pour l’avenir du pays, un pilier de notre démocratie. Il invite chaque ménage à se rendre accueillant vis-à-vis des Agents qui vont faire le terrain, en leur fournissant des informations exactes, et précises »
Le Gouvernement confirme ainsi son engagement à doter la République Centrafricaine d’une base statistique fiable, condition essentielle pour la planification du développement, l’amélioration du bien-être social et l’édification d’un avenir stable et prospère.
MEPCI-RCA est une institution gouvernementale essentielle chargée de la gestion des affaires économiques, de la planification du développement, et de la coordination des relations internationales en matière de coopération et d’aide au développement.
