Le Plan National de Développement (PND) n’est pas un document administratif ordinaire. Il constitue un engagement historique et solennel pris par le Président élu de la 7ᵉ République, Pr. Faustin Archange TOUADERA, envers le peuple centrafricain. « Le PND est la traduction d’une promesse tenue : celle de gouverner avec discipline, efficacité et responsabilité, pour bâtir une Nation de prospérité, d’innovation et de justice sociale », a-t-il rappelé avec force.
Pensé comme une boussole stratégique, le PND incarne la vision du Chef de l’État pour un pays résolument tourné vers la modernité, la stabilité politique et le progrès économique inclusif. Il structure ainsi l’action gouvernementale dans une logique d’efficacité, de résultats et de transformation durable.
Dans la vision du Président de la République, Pr Faustin Archange TOUADERA, la 7ᵉ République marque une nouvelle ère politique : celle d’un État davantage stratège, planificateur, protecteur et développeur. À ce titre, le PND n’est plus seulement un outil technique mais un véritable instrument de gouvernance et de pilotage national, assurant la cohérence et la convergence de toutes les politiques sectorielles.
Le Ministre de l’Économie, du Plan et de la Coopération Internationale, Pr Richard FILAKOTA, l’a clairement souligné :
« Le Plan National de Développement (PND) constitue un pilier fondamental de la gouvernance de la 7ᵉ République ».
Il permet notamment :
✓ d’assurer la cohérence des politiques publiques et des réformes structurelles ;
✓ de renforcer la redevabilité, la transparence et la crédibilité de l’action gouvernementale ;
✓ de transformer la vision politique en objectifs clairs, mesurables et évaluables ;
✓ de garantir la stabilité institutionnelle et le développement durable ;
✓ de consolider les acquis politiques, économiques et sociaux construits ces dernières années.
Le PND décline la vision présidentielle en priorités stratégiques et en programmes concrets. Il ambitionne :
✓ une croissance économique durable et plus inclusive ;
✓ la création massive d’emplois, notamment pour les jeunes ;
✓ l’amélioration de la compétitivité nationale ;
✓ la réduction des inégalités sociales et territoriales ;
✓ le renforcement de la gouvernance, de l’État de droit et des institutions républicaines.
Dans l’esprit de la 7ᵉ République, il s’agit d’aller au-delà de la simple stabilisation pour entrer dans une phase de consolidation, de modernisation et d’élévation du niveau de développement national.
Le PND constitue également un outil puissant de mobilisation des ressources internes et externes. Sa clarté stratégique et sa crédibilité institutionnelle renforcent la confiance :
✓ des investisseurs privés ;
✓ des partenaires techniques et financiers ;
✓ des institutions régionales et internationales ;
✓ des acteurs économiques nationaux.
Ainsi, le PND s’inscrit dans la continuité des efforts déjà engagés sous la vision du Président Pr Faustin Archange TOUADERA : amélioration progressive de la stabilité macroéconomique, renforcement des capacités de l’État, développement des infrastructures structurantes, lancement de réformes institutionnelles et engagement constant pour la paix et la cohésion nationale.
Au-delà des chiffres et des politiques, le PND porte une ambition humaniste : placer le citoyen au cœur du développement.
Chaque décision, chaque projet, chaque programme vise à améliorer concrètement les conditions de vie des populations.
Plus qu’un programme technocratique, c’est un pacte national pour la renaissance, la stabilité, l’équité sociale et la prospérité partagée.
Un instrument qui traduit la volonté politique de bâtir un Centrafrique fort, respecté, développé et résolument tourné vers l’avenir.
MEPCI-RCA est une institution gouvernementale essentielle chargée de la gestion des affaires économiques, de la planification du développement, et de la coordination des relations internationales en matière de coopération et d’aide au développement.
