Bangui, le 21 Janvier 2026 – Le partenariat stratégique conclu le 13 Janvier 2026 à Abidjan entre le Groupe de Coordination Arabe (ACG) et le Groupe de la Banque Africaine de Développement (BAD) constitue un signal fort pour l’avenir du financement du développement en Afrique. Fondée sur le cofinancement à grande échelle et la mobilisation accrue des capitaux privés, cette alliance ouvre des perspectives concrètes pour la République centrafricaine (RCA), engagée dans la mise en œuvre de son Plan National de Développement (PND), pilier de la gouvernance de la 7ᵉ République.
En privilégiant des investissements structurants dans l’énergie, l’agriculture, les infrastructures, la résilience climatique et l’intégration régionale, le partenariat ACG–BAD s’inscrit pleinement dans les axes stratégiques du PND centrafricain. Ces secteurs sont au cœur de la vision portée par le Président de la République, Son Excellence le Pr Faustin Archange TOUADERA, qui affirme que « le Plan National de Développement est l’instrument central de transformation structurelle de notre économie et de consolidation de la paix ».
Pour la RCA, pays à fort potentiel mais confronté à des contraintes structurelles de financement, l’approche programmatique et coordonnée prônée par l’ACG et la BAD représente une opportunité de lever des goulots d’étranglement majeurs, notamment dans l’accès à l’énergie, la modernisation de l’agriculture et le désenclavement du territoire.
La 7ᵉ République consacre une ambition claire : bâtir un État souverain, résilient et tourné vers une croissance inclusive. Dans cette dynamique, le Chef de l’État rappelle que « le développement de la République centrafricaine doit être pensé, planifié et financé de manière cohérente, au service exclusif du bien-être de nos populations ». Le PND apparaît ainsi comme la boussole stratégique autour de laquelle doivent s’aligner les partenariats et les investissements.
Le rapprochement entre la BAD et les institutions financières arabes, qui ont déjà mobilisé des milliers de milliards de francs CFA à l’échelle mondiale, offre à la RCA la possibilité de renforcer la crédibilité et la bancabilité de ses projets prioritaires, tout en attirant des investisseurs privés dans un cadre sécurisé et structuré.
Au-delà de son impact financier, le partenariat ACG–BAD traduit une recomposition géopolitique du financement du développement, fondée sur la solidarité Sud–Sud. Pour la République Centrafricaine, cette alliance représente un levier stratégique pour accélérer la mise en œuvre du PND et concrétiser la vision de la 7ᵉ République : une économie transformée, souveraine et créatrice d’opportunités pour tous.
Dans un contexte mondial incertain, l’union des forces financières africaines et arabes renforce l’espoir d’un développement centrafricain durable, porté par des partenariats équilibrés et alignés sur les priorités nationales.
MEPCI-RCA est une institution gouvernementale essentielle chargée de la gestion des affaires économiques, de la planification du développement, et de la coordination des relations internationales en matière de coopération et d’aide au développement.
