Bangui le 30 Janvier 2026 — La dynamique de mise en œuvre du Plan National de Développement de la République Centrafricaine (PND-RCA), après la tenue de la Table Ronde des Investisseurs le Septembre de l’année dernière à Casablanca, a franchi une étape décisive à la faveur de la Réunion de Haut Niveau du Comité de Pilotage, tenue à la Cité des Chefs d’État, marquant le lancement effectif de la phase opérationnelle dudit Plan stratégique.
La rencontre était présidée par le Président du Comité de Pilotage, le Ministre de l’Économie, du Plan et de la Coopération Internationale, Pr Richard FILAKOTA, co-présidé par le Représentant Adjoint de la MINUSCA en Centrafrique, M. AYOYA et entouré du Premier Vice-Président, Ministre des Finances et du Budget, du Second Vice-Président, Ministre de l’Équipement et des Travaux Publics, ainsi que de l’ensemble des Partenaires Techniques et Financiers (PTF) engagés aux côtés de la République Centrafricaine.
Dans son allocution d’ouverture, le Président du Copil, Pr Richard FILAKOTA, a planté le décor d’une rencontre placée sous le sceau de la concertation stratégique, de la responsabilité collective et de l’engagement partagé. Il a lancé un appel solennel à une mobilisation accrue, cohérente et d’envergure de l’ensemble des acteurs nationaux et internationaux, condition sine qua non pour garantir la pleine réussite du PND-RCA, instrument central de transformation structurelle du pays.
Le projet d’ordre du jour, soumis à l’appréciation des participants, a été adopté sans amendement, ouvrant ainsi la voie à des échanges jugés riches, francs et constructifs. Les discussions ont porté, en premier lieu, sur la gouvernance du Comité de Pilotage, notamment les mécanismes de coordination, de suivi et de redevabilité devant encadrer la mise en œuvre des activités du PND-RCA à court et moyen termes.
Le second point à l’ordre du jour a concerné la question des ressources financières, avec un accent particulier mis sur les enjeux budgétaires, la prévisibilité des financements et l’alignement des appuis des partenaires sur les priorités nationales définies dans le Plan.
Les débats se sont ensuite poursuivis autour de la planification opérationnelle, notamment le calendrier des activités de mise en œuvre du PND-RCA sur les 100 jours à venir. À cet effet, il a été annoncé qu’un calendrier consolidé sera mis à la disposition de l’ensemble des partenaires dans un délai d’une semaine, afin de renforcer la lisibilité, la synchronisation et l’efficacité des interventions.
Les questions diverses ont permis aux participants de formuler des observations et des recommandations visant à consolider la dynamique collective enclenchée, dans un esprit de partenariat responsable et durable.
Il convient de souligner que le PND-RCA est l’émanation directe de la vision politique éclairée du Président de la République, Son Excellence le Pr Faustin Archange TOUADÉRA, vision résolument tournée vers la réponse aux défis vitaux du pays, au premier rang desquels figurent l’amélioration des conditions de vie des populations, la relance économique, la création d’emplois et le renforcement de la cohésion sociale.
À travers cette réunion de haut niveau, le Gouvernement centrafricain réaffirme sa détermination à inscrire l’action publique dans une logique de résultats, de transparence et de partenariat stratégique, faisant du PND-RCA le socle fédérateur de l’action de développement au service du peuple centrafricain.
MEPCI-RCA est une institution gouvernementale essentielle chargée de la gestion des affaires économiques, de la planification du développement, et de la coordination des relations internationales en matière de coopération et d’aide au développement.
